sorry to rain on your parade but er70s is not the equivalent to 7018. 7018 is a low hydrogen rod for high strength welds on high strength steels. there are no solid wires that equal 7018 but there are dual shield wires that meet the same specs. pre heating also has a lot of other uses it allows...
a gear could be made or you could buy a blank gear of the correct dimensions and have the bore machined to fit. there are several gear manufacturers that sell blanks quite reasonably.
