2 questions: Where, exactly, are you making the measurement? Is the TM wrong, why isn't the axle nut torqued to ~400ft-lbs to seat the bearings & seals?
This gives the appearance of fraud, so it is grounds for employment termination, minimum.
GL is an USA gov't contractor; as such, this reflects on (probably) DMRO.
I recommend contacting DMRO, ASAP....internet search results show a phone number 315-772-4592.
Also, the Judge Advocate number for...
There's an additional 2-to-1 added by the spider/bevel gears on the axle ends...7.8-to-1 total ratio.
I'll bet you cry every time you drive uphill on 53inch 16R20 tires.
Early version 1994-2000 LMTV (2.5ton, 2-axle) variants use 225hp CAT3116, the 3-axle trucks use a 290hp CAT3116.
Later, A1, versions LMTV/FMTV use CAT3126 & C7 (330hp) & include a jake brake.
Cruise speed seems to be less than 50mph...6-8 mpg.
IMHO condition & value & cool-factor of FMTV far...

I have a truck that just began doing the exact same thing. Its starter was rebuilt ~1yr ago. I'm still in the cleaning & tightening connections phase of my troubleshooting.
Hey 1951, Congratulations on getting your truck on the road!
I have have two winch trucks, each has a tachometer. Based on my observations, 650rpm idle is just right, 800rpm is too high. Make sure your throttle isn't sticking (per previous posts). Idle adjustment is an allen screw with a...
1st check out Youtube videos of brake chamber spring danger.
To potentially save yourself time, money, and work. Don't assume the air brake chambers are bad. Use compressed air into the brake chamber ports to blow out possible debris. Liberally spray WD40 into the ports on all the brake...
It would be great to have roll-over protection for the LMTV/FMTV, but the tilt-cab overly-complicates the design.
A box-body provides the opportunity for adding effective roll-over protection, and help prevent against rear cab collapse.
Converted trucks, especially to liquid tankers, are a...

Non-original replacement for wet tank: Dixon HSTBC850
Task notes: its a pain-in-the-butt. the straps/clamps cannot be slid between the battery tray and air tank tray. there...
FWIW -- I didn't have a noticeable breather tube leak with CTIS seal failure.
Instead, CTIS seal leak caused the threads on the hollow CTIS wheel lugs to be damp from gear oil.
Also, the inner wheel seals failed, allowing CTIS air to force gear oil to leak on the hubs and brakes.
It solved the problem I had on mine (i.e. no parking brakes, & rear wheels still turning in grass, at 800rpm idle, with my foot on the service brakes), with no subsequent problems.
My cab latch was working fine, pin fully retracting, but I noticed 1/8" play between the latch loop bracket and cab bracket...probably due to missing rubber grommet/washer. I cut a urethane bushing down to ~1/8" thickness, put it between the brackets, and completely tightened...now pin retracts...
Perhaps the brake chambers are just gummed-up inside, if so, a simple to accomplish ~1oz. dose of wd40 into each air line port on each chamber will suffice.
Also, recommend building-up trust in your vehicle by gradually extending travel distances.
