Could be a bad control box bleeding volts to internal starter relays or to glow plugs. Rare but possible.
Another potential drain is the chaffing of starter cable or + stud through tunnel wall.
If you have a push button switch, remove it and use 3 lever immediately.

I hear you Greg on this subject. BTW, I wish the new users of these LEO hmmwv's would read the manuals (-10,-24) use the search function and google to find anwers so I don't have to read what they are going to do to these hmmwv's! lol
There are 3 types of ECV frames: 12.1k, 12.1k alpha and the REV 3 piece frame.
All are hard to find assembled but you can buy the parts from GL, Ebay and other suppliers. Expect to pay $2k or more for assembled frames less diffs half shafts and steering boxes. The last 2 require alpha...
Here is the black hose with number printed on it. I never had one fail.
The blue hoses are high pressure and should be changed if chaffed.
If you do not have the PS cooler, get one!

If so, then the hose is a special type hose. I do not have the GM part number handy but it should be rated for that application. Heat is another hose killer.
The only upgrade is the remote reservoir serpentine setup. This requires a lot of new components...
I just sold my latest unfinished build for the mid teens. New owner will install a 6BT and it will be one mean truck. Now to finish another slant back and then another and another.....lol
