Most likely the GSA wrote it off or does not know it exists any more. Many items before computers were updated by the GSA in 1989 are not on their records any more.
See I knew some one had a solution already. The KW part number for the kill Solenoid is 27119D410 from the 1975 parts manual. I have one on my M35 to provide an electric kill as my engine stop snapped and I did not have one.

Some More Photos XM211 Excavaor
Here are some more photos I took back in 2008. These were next to some of our other vintage working equipment.
He used this truck to set light poles, dig driveways and general excavation. What money I made with it went into restoring it.
As you can see from the...
We were having trouble in the early days getting the outrigger to hold, a set of O rings in the control valves and she had no more problems with holding.
These were photos of XM211 Excavator the first day I got it back in 2008 .

If I screwed this up TELL ME, so I...
Working with a state can get complicated. You might end up pulling a stunt we did ten years ago. We titled through a title company an abandoned truck that was on mining land. Once it was in our name we removed it, let them fight over a 50 year old vehicle. Its in your name and you posses it...
Buy a commercial 24 volt constant duty spring loaded solenoid attach it to the injection pump arm where the engine stop used to be connected. Mount it with a bracket solidly to the engine. You will have to make a bracket. Attach that to the power side of a napa heavy equipment key switch, this...
I have to agree with oldfart, an engine can talk to a trained mechanic. When you know your stuff, and engine can give you hints to where its having trouble.
The solvent he dumped in most likely ruined the injection head anyway. Swap out the section and hope for the best. Its a shame the TM section failed, it was a great resource.
