Assuming it has oil in it, you might want to start it up before changing the oil to get the oil warm so that it will drain better. Or, drain the oil, fill it up, run it until warm and then change the oil a second time along with the filter.

That is not a filter. It is an indicator that will tell you when your air filter needs to be replaced. It normally shows green. When the resistance to air flow through the air filter exceeds a certain limit the indicator shows red.

I've used Rapco a lot on different pieces of equipment. After about one month, there is no way to tell the Rapco 383 from CARC.

I don't know about the WD-40, but the Rapco 383 is a virtually perfect match to the CARC, especially a few weeks after application. I would try that before trying the WD-40.

You might also try dry ice blasting in place since it leave no residue. However, I've never used it to blast rust, but it works great on some other stuff.
