see if there is a short across the AC output. This may not be a simple thing, but try disconnecting the output of the board from the ac receptacle. and check it, and check the board. also look for an MOV metal oxide varistor that might have been overheated and shorted. could be almost anything...

The lug bolts look shorter because the wheeks are perhaps thicker than the originals. Check the specs on the OD Iron site. Thick is good.
It is probably 24 volts, what voltage is the Rhino? Also, don't run the thing on a charger, they have unregulated anf often dirty power, you can cause damage. The VIC-3 is pretty rare. Pictures of the system, connectors, etc. would help.
These conditions are well under the burst pressure which I have seen listed at 250PSI.
