I have an 803 for my house which in current configuration is near all electric, gas heat. You will need to have some load management involvement. I went with 803 because 804 and up are 3ph units and really didn't need the extra capacity. I tried an 802 and it just required way to much load...

First thing I think of when someone has issue with this K8 relay. is the relay installed in K15 starter lockout a 120vac coil? Nearly every unit has a K14 24vdc and K15 120vac relays in swapped location Here are pics of A8 burnt internals.

Symptoms sound like new controller is bad. I was hoping yours new one would work flawlessly as I was about to order one myself as the one that was out of adjustment on speed pot failed. No output to electronic governor. J&H outputs range should be in the 4-11vdc area. I have a bad controller...
It's more the out put of generator is 31amps @120vac and had two 12-3 to 20 amp receptacles and had fault your wiring could burn up before circuit protection of gen set could trip. ABB is good brand. I have thought about din rail mounted circuit breakers off fleabay.
That is just output of your charging circuit. All of my units run 26-28vdc. If you check voltage at your batteries you will see same. I anxious to hear about your new governor control. I'll bet the unit is way more stable and easy to adjust.
Here is something I built for 802. This could be scaled down. I would not recomend hooking in individual circuits directly to lugs. Better to run in 240vac with two 15 amp breakers feeding single plug from each circuit. Feed mini distribution with a 4wire #8
