You're not going to get something with air brakes past the CDL rules in MA, period.
It is also going to cost a fortune to keep commercial plates on it here in MA too. It was a big enough turnoff to me to stop considering it
It probably depends on how "FMV" it looks...desert tan or full camo, probably a bad idea.
People need to understand that different countries are different countries, and we cannot and should not expect to apply our US freedoms (like FMV ownership) elsewhere.

The state fuel tax is not applied to lubricants, only to fuel. The law on the book says you pay a state tax for fuel. It's not like they want there to be less tax revenue for them to waste.

Well, I can say if you drive the deuce long enough, my CTIS DOES air up to 45 PSI. It was helpful to purge my air tanks and service the dryer.....
Dang LF tire still leaks......

all I can say is....a whole lotta wheel bearing repacking after that little swim.
The pucker factor is way too high for me to put my A3 in water that deep unless I **really** (and I mean REALLY) needed to.
