Dicoonect them from the main cable and see if they are releasing. There is nothing that is serviceable on a brake cable. They either move smoothly or they don’t and the entire cable assembly needs replaced.

I am guessing here but what do the brake cables look like? I would opt to replace the brake cables and start new. Good Luck.
