ODIRON, a member and advertizer here sells a kit to do just that, replace the intank pump with an external one. I have an M151 MUTT and have been running an external 24 volt pump from NAPA on it for years. It works fine and is cheap.
I don't know for sure without checking my duece but most diesels have an adjustment screw on the throttle arm on the pump to adjust idle speed. look on the arm that the accelerater rod hooks to on the injection pump and check for a screw.

I fixed three of mine just by inspecting and cleaning connections. One I thought was dead and pulled it from tank and had new pump ready to install. Cleaned a ground connection that was inside the tank and she purred like a kitten, still working today. Put the new pump back on the shelf.
No ideas on the screw. Check with a starter shop or auto parts store if you buy a new solinoid. These things are pretty standard and are the same on lots of big diesels. Will probab;y cost a lot less than a surplus dealer.
I crawled under mdmorgan's duece at the Ga Rally. It left the military with dual brakes and the right hand side is mounted the same as the left, exactly on the oppisite side of the truck.
Some how it is not making contact inside the solinoid to turn the starter. the disk you cleaned up is suppossed to do that. If the click is a heavy thud then the starter drive is enguaging but no contact for the starter motor. In my experence once one sticks it is better to replace it rather...
