Well I'm kinda turned off now. The rear axle is a dummy axle, just for weight/looks/getting hung up. If it was a tandem rear setup, I'd like it. A shrinked down M35A2 tandem setup would be cool.

I can't offer any advice for your situation. However in Georgia we have the ability to apply for a "homebuilt" trailer VIN. Perhaps that's how they did it?

A well adjusted and serviced stock brake system is more than capable of locking up all 10 tires. Sadly most MV brake systems are marginally serviced and maintained at best...
