If you are going to sand or spray real CARC read up on its dangers. It is best to use fresh air supplied hoods when working around it. If not then I would keep it wet when sanding and at least wear a very good fitting face mask when spraying.

The problem is I am not getting any voltage from the light switch to the turn signal switch. The lights worked great when I was towing the Duece and had the lights hooked to the 813. If it was grounds they would not have worked then. I don't think I need to worry about grounds or anything...

Most will run with out the intank pump. Mine was a little slow to start and would not idle until warmed up but then ran fine. Once the pump was fixed it starts right up and will idle instantly.
Have you checked it out completly and know for sure its dead?? There is a post just back a little ways talking about fixing the in tank pump. I have fixed two in the last two weeks and have not had to install a new pump yet. A lot of times it is bad connections that keep it from operating.
