The M37's have always seemed to be slow turning over... I don't have the cranking speed specification in front of me, but you are right about everything else cranking faster. :) If everything is in spec (or a tad off to be honest), they still crank and run, you just wonder if they are...
There is a really good thread concerning compression and compression testing on the g741 site. Link to it is provided below in this post... Keep in mind that if you just pour the oil in through the plug hole it will go all over the valves and it will hydro seal them along with the rings...

Have you actually had the truck up to 2900 rpm??? If so, are you going by the tack on the truck and have you verified that it is acurate?
If you are just going by the sticker placement (ie, you haven't actually ramped it up that high, you've just been looking at the guage...), remember...

The Cummins 4BT in my M37 also has an electric solenoid valve for fuel shutoff... Turns out it is the same part that was in the VW Dasher diesel (which also used a Bosh injector pump) and is about 1/3 the cost if you go to a parts house and ask for a VW part then if you go to an equipment...

HUH?? What heat issues?? I've been running a NP200 behind the Cummins 4BT/ZF S5-42 in my M37 for years at 75mph on the highway with no problems... I did swap out the seals for non-military ones that have a higher temperature rating then the mil-spec...
