Yes there is. It's the one that looks like it has a ball stuffed in the outside face if it's newer or if old style, has a very thin, 14mm/9/16 hex head in the end of it. Attached is an image of a new style overflow valve.
If it is an auto trans, there should be a switch in the converter lock up port. If that switch is failed, no power to any of the downstream parts. Start there by unplugging the switch and jumping it. The brakes will work without the truck driving. If it's a manual trans, check the clutch switch...

No, you can't fix it if the shaft is spinning. Double check to make sure that the lever isn't loose on the shaft. If indeed the stop set screw has come out, the pump will need to come off and be set on a stand. There are holes on the throttle shaft that need to line up tihe ports in the pump...
You need to troubleshoot it before throwing parts at it. Could be that "bleeder" that someone referred to earlier in this thread...it'is NOT a bleeder, it is the cap that holds the spring on top of the ball in the check valve. That valve could be you issue as well as taking air. Put a clear line...

You are correct. If the engine in question is a Cummins, The compressor head/head gasket can put the compressed air pressure into the cooling system. Easy way to check it is to see if there is coolant in the discharge line of the compressor.
