Is that the one titled: M101A3 military trailer axle hub to hub?
If so, that is not a torsion axle, it takes springs or mounts solid. I could not come up with the torsion type.

Take a fuel can that is clean and put a new line directly to your IP (no breaks or joints). Keep it high so it does not need to suck fuel up (set it on the cowl). That will take you around all of the fuel lines, filters and tank pickup to see if air is the problem. Should you want to run more...

It would be nice to split them in half and or have an access from the outside fronts, like to the first upright without the seat. Splitting in half would allow some flexibility between load and people. I'm doing that on the m35 bed seats.
Here is the start of a single axle trailer to use with my pickup with a light load or the deuce 4x4 with a heavier load. Pictures show the axle with bolster wheels.

The Chelsea PTO for the five ton (939) comes with a single fiber gasket that seems to be the perfect thickness from the start. Is there a fiber one for the deuce available? I second what Rusty said about cork. (edit...fiber may not be the right word, it might be an asbestos replacement.)
