Don't adjust the VR to get you above 208 on a two phase setup. Look at the data plates on the equipment and it will let you know if its OK to run on 208. A fair amount of equipment is rated for 208-240v.
I'm super curious about this possibility since the diagram in the TM shows it as a 10 wire head. There are 12 wires coming out but two are not load conductors. They are for the VR.
According to the diagram the load conductors should be T0-T9.
If they hadn't been so far away from me I would have been bidding on them. I expect they will show up on ebay for $3k each like I've seen with others. :(

You are correct. Load is load. Even an imbalanced load does work so its not an efficiency problem.
