There's a whole lot of hit-and-miss in hitting the target. It takes a lot more patience than skill.
No help from me on deciphering your bumper numbers BUT.... You may find that BRAKE FLUID and GENTLE RUBBING is a more delicate way to perform "archeological digging" through layers of paint.
I would certainly like to return to Ft Meade to recon the changes since I left there in 1979. Thanks to internet MAPS I can at least get an "overview" (Pun intended).
My overseas travel was similarly restricted. Although it was my last overseas TDY which found us extricated under live fire...
