Seems someone was attempting to exercise control in a way that circumvented the established system of compliance.
ONLY where warranted do the Feds permit the States to restrict slower moving vehicles by posting a Minimum Speed Limit. Otherwise, virtually ALL semi-trucks (etc.)...

1. Do you want it to "look" rough and tough?; or,
2. Do you want it to REALLY be able to protect the occupants from a rollover accident?
