If the numbers are painted over you need to sand it so they are visible. I knew the HQ from the start, but what was throwing be was the BCT because it is the same abbreviation for Basic Training.

You have to ask yourself why they replaced the shear pin with hardened stock? It may be that there was something wrong with the winch causing it to shear pins right and left and somebody got sick of dealing with replacing them.
