Did you notice that it looks like they ran steel brake lines from the stationary axle directly to the wheel cylinders? That doesn't look good. I would be very suspicious of them.
Jason, I will try to get the wasp excluders in the mail today...
I think that what you have is a kit to put a engine into and older truck. Those are all parts that you would already have and wouldn't need if you had say an M35. There's even the input shaft and the 4-5 slider gear for the top shaft in the transmission.

There is an internal 'C' clip tht holds some internal parts in. In this picture you can see it if you know what you are looking for. It is a little rusty, it opens to about the 4 o'clock position. I haven't taken it off to see what comes out.

I have narrowed the relay valve down to 1 of 4 models, depending upon the size of the ports. It will take a trip to my storage yard to measure the ports to resolve it further.
This still doesn't provide me with info on replacing the wasp excluder port, though.

In the 15th CEB we had a 106 recoilless rifle (an overgrown bazooka) mounted on an M38. They fired it once with an M37 behind it and burned the paint off in a circle about the size of a wheel.
