Would RC allow an enclosed wood stove in the camping area for cooking on? Think: wood stove with a door to load the wood in, flat top, and chimney. Might be an idea to cook on, and provide extra camp heat, without only relying on that **** tiny fire ring of theirs.

First thing I'd check is the throttle cable on the governor, see if it's adjusted right for fuel flow when idle. Could be the throttle is open when running, but when idling it's dang near closed.
I dug out my R-390A that I was given a few years back by a friend of mine, I have to test it out and see how it performs. It's a beast, and not in the best condition internally, so it will probably need some parts and TLC.
