Just a clarification for everyone.
When buying vehicles from the US Government, they do not have a title as the government doesn't need one. When the vehicle is transfered to a civilian buyer the Government will issue a Standard Form 97 (SF-97) which is a "Certificate to Obtain Title to a...

If you lookup old post from me and gimp, all the parts are explained and how to fix it. The internal parts get gummed up and block the fuel passages of the Hydraulic Head.
You need to pull the cover off the fuel shutoff and make sure the lever moves freely. It may be stuck in the off position.
Gimpy has post many pictures of the lever.
Go to walmart and buy a cheap multimeter. You need to check the voltage at the starter relay. See if you are getting 12v at the purple/white wire when the key is turned to the start position.
we need to see if the ignition switch is sending 12v to the starter circuit. It may as simple

Yes. One goes to the ignition switch and the other to the starter.
Just thought of something. When we worked on the truck last year I has to replace the last 6" of the purple
wire at the starter. Possible not not likely that wire has come apart.
Since your truck has the Roscommon 12v conversion, you can remove the under dash starter relay and jumper the two purple wires together.
Did you install the DH relay upgrade?
Glad you got it going. Go to Harbor Freight and buy a $20 battery load tester. You will need it in the future. I use mine on a weekly basis.

Have you checked the starter relay under the dash?
How long have you owned the truck?
What skill set do you have? Know how to turn a wrench? Read a wiring diagram? Use a multimeter? (We have to ask so we know how to explain stuff)
When you installed the new batteries how did you wire them?
