yep, 1/4"-20. Try the screw again, this time w/ a littler oil. The hole threads are full of rust and
will not let the screw thread in by hand. Use a small ratchet, in/out a bit. That will clean them up.
The NHC 250 installed in the M813 (M809) are equipped with a 12v. intake glow plug to assist in cold weather starts. You cannot utilize ether if the cold start system is used. You will have a fire.

Looks like a normal axle seep/sweat. Leaks leave fluid on the concrete. Concrete is way to clean. Truck may need to be driven to get the seals wet. There are a lot of axles in my fleet, your axle is a lot cleaner than mine.
No internal combustion engine will tolerate a 3 min drive very long. Moisture build up and batteries not fully recovering the start cycle are just a few of the issues that will lead to maintenance issues. Add that this short drive will be in real cold weather and more issues will surface.

The Cat 3116 is a very good/reliable powerplant. Don't mind the haters. That engine has powered thousands of marine
and off road equipment applications, still does. Keep it tuned/sync'ed, serviced, and dont abuse it and it will last forever.
