Most states require 17 digits after 1990 or so and before that it really doesn't matter. GA is really easy to get things done. Hate you are having problems in other states.

I put a civilian quick connect inside and under the dash on my m35A2. It had a fundy, I assume military one that I couldn't adapt too so I just screwed it off and screwed a new one on. I use it for airing up anything that I am near and needs air. It works like a charm.

Good luck. I had a similar brake problem and filling with Dot 5 and pumping solved mine. I could see a little bit of air escaping when I would pump it, but now I have good firm pedal.
You probably know more than you are admitting. I totally agree on the mirror thingie. I have driven OTR before when I was between pastoring Churches. I am not too proud to do anything legal to feed my family.
