The best guess I can come up with is that its to raise the front of the cab up so that the engine can be easier to work on. Like maybe getting the rear-most cylinder head off??? Or something similar.
Glad you found the problem. Those u-bolts were not far from splitsville. On a side note, we never did figure out why the brakes on the rear of the Oh-9 were toast when we got back from Durhamtown.
Nice truck! You should really enjoy it. I realized that the parking brake beeper drives me nuts. I haven't been able to get the parking brake light in the dash to work. I sure would rather have the light than the beep. I don't want the beep until the air is low.
I did something similar, the main difference is I used a shortened 5 ton dropside. I still need to locate bows, seats, and a cover to shorten. I love me some tructor!!!!! No need to bob, it's short enough as it is. I certainly prefer the 3-axle look.

Soak it good with some penetrating oil. The best is a 50/50 mixture of automatic transmission fluid and acetone. Other than that, get a big breaker bar and snap the bolt and replace it.
The original cable may indeed be the weak link. In case of catastrophic dead short, it also could become an oversize fusible link. All things considered, it could have easily been worse.
