You MUST remove the spindle before you can lift and remove the housing.

As these are Dry Liners it would have to be the Block or the Head. Do a pressure test on your head. Thats my bet.

If it is like the Bolster trailer, just loosen the brake adjuster stud on the one or ones that do not rotate.

Stan you are close....I have to do an engine swap next week. I would be willing to look and help the week after.

With all of that checked I would say your brakes are way out of adjustment then.

How is your brake pedal return spring?

They are like wife's....cheaper to swap out. And you never know what you are getting. Just a lot of them out there.

Air shift.

Look under and see if you have a Sprag of an Air shift. Pic of a Sprag....If you have an Air shift there will be a "can" piston where the long rod is connected.
