ddoyle probably has these numbers, I think they are in his "standard catalog of US military vehicles" (which is unfortunately out of print at present).
they will cycle on and off until the controller thinks the truck is warm enough to be firing on all cylinders (I'm not sure if its timed, never bothered). Them cycling on while the engine is running wont harm a thing.
In regards to #3 (I have read the complete hitchhiker's guide series) Many new guys do fall into this catagory.

hehe, i had that happen to me, you will see some bolts holding a plate that the lift pump was bolted to, remove that plate and you will be able to push the rod back up. there is very little clearance, and once the rod bottoms out like that, the only way is the above mentioned procedure.
