While HP does matter, when you get into bigger trucks you need to pay more attention to torque numbers. You can take a fairly small gas engine and make some crazy HP numbers but a old slow revving diesel with less HP will out pull it every time because it will produce more torque.
You're still going to need a radiator if you install the 460.
I honestly don't think you'd be gaining much with the 460. The hp is around 200-245 depending on year (info from google search) and torque around 400ft lb (again depending on year). I'd be willing to bet a turned up multifuel would...
The military chain fall that is issued for the M939 trucks is rated for 1/4 ton (500lbs). I've got a brand new one that came with a M931 I picked up and it's clearly marked "1/4 ton". I don't recall the manufacturer. If 500lbs is good enough for the military it should be good enough for us...
Now I guess it's possible that some of the federal agencies you mentioned bought HMMWVs new or civilian H1 Hummers and could possibly be able to sell them. If the HMMWVs in question were ever owned by the dept of Defense the demil rules would apply though.

I always cut the head off and then take the torch and blow a hole through the center (taking care not to cut into the frame). Blowing the hole through the center seems to give them some relief.

I've noticed that when a M939 truck is loaded on the hwy they eat tires like crazy. Those 11.00-20/ 14.00-20 tires aren't cheap to replace.
I regularly gross 55,000lb in my M939 lime spreader truck. Truck stops fine but it can be real slow on hills.
A 11R24.5 is almost the same height as the 11.00/20s that are stock. A 11R22.5 is a little smaller (at least the ones I've tried). Both will fit with the proper wheels.
