Neg terminal of rear battery since you want the full 12v amperage of the Sure Power available to charge the battery (equalize) as needed.

Kenny - top of the ip pump on the return line there is a check valve. There is also one in the lift pump. Either going bad OR an air leak will cause the issue your facing. Air leaks from the tank to the lift pump wont usually be obvious as that line is under vacuum. Pressure the tank to see...

regarding the braking system and year of manufacture, what is the contract number on your truck. That will give you insight on it's true age. I doubt 1989 is correct.

Under the truck there will be two air packs if you have dual brakes. The passenger side air pack will be to the inside near the fuel tank...post some photos of the underside if you can and that will settle it. Also, is there a brake light on the dash in the center of the cluster?

Does it have the "dual brakes"?

1. Get the pump mounting plate gasket for a SBC chevy. The replacement pump comes with the pump gasket, but you will need to remove the mounting plate to get the push rod in place. 2. 1/4 ratchet set with a swivel 3. Bleed the system the same as if you changed the fuel filter.
