The hood letters are kinda like your SSN, they are the vehicle's "ID", it doesn't tell where it's been but it should carry the same hood number throughout it's whole military career.
10041 indicates a manufacture date early in 1967. There are some M715s on the Zone that puts that 10040-10050...
To prevent you from bumping your head on it? Probably, my guess it as a deterrent to those who want to grab hold of the antenna base if they are climbing on the truck. Red indicates "WARNING", and there's a lot of RF juice running through that antenna while in operation.
Ditto on the filters - my deuce had the same problem on the trip to and from Aberdeen. Changing the primary fuel filter at the show produced a muddy old filter. I'm sure the secondaries are the same way since they are 6700 miles old as well.
Filters are the cost we pay for running crap fuel...
