I would still highly recommend checking the coolant system before you go too far.
That oil definitely has water in it. Probably several quarts at least.
Coolant in the oil will eventually delaminate the main and rod bearings if run too long, so hopefully it's recent.

Definitely looks like coolant in the oil, however.... there are always other possibilities with "auction" equipment.
Could have been a flood victim, you never know, assuming you never saw it in "Good" condition from what I'm hearing?
Change the oil and filter, pressure test the radiator and see...
Talked to Ambac today and they were fine with still selling to previous customers, the only down side was that they have raised their price a bit to $20 on the GU8546 plunger guides.... worst part is shipping was $14 for something that could go in an envelope with a stamp on it.

Before you go and spend $90 on the Chinese solenoid.... just for the boot, poke around on ebay. I bought a 12V solenoid for my son's LPW2 tractor project for more like $30. maybe you can find a cheaper throw-away and just steal the boot off that one...
Sounds like you mean the notoriously tight fuel / water separator.
Once you get it off you are in the clear as nextalcupfan said. Add a little oil to the gasket, install it firmly without cranking it down too tight and you will be good from no on!

Well time for an update on John's situation.
His pump arrived today and I was able to tear it down tonight.
When it arrived the plunger was stuck pretty good and the throttle lever was very stiff.
Opened it up and sure enough, plunger guide was split in half.
Gonna see if Ambac will still sell...
Yup, that should work fine. The sender goes in the tank with the wires pointing to the right ( when looking from the back of the machine, so orient your spacer facing 90* clockwise from the wires. Wires facing East... Spacer facing Due South.
Correct. On an 803 you would use an 8.5" sender ( 8" will also work ) BUT, the float will be very close to the ledge inside the tank and could bind.
On 803's I always install as "bumper" to keep the float away from the ledge.

Might also want to look into some of the name brand diesel conditioners as well, but typically I toss about a pint per 5gl of ATF into my fuel and have recently started adding 2 stroke oil and Diesel 911 as well.
So I'm at like 3oz / gl on the ATF and I probably throw in another 1-2 oz / gl of 2...
Well, unfortunately that pretty much seals the deal! The plunger is stuck in the body AND the plunger guide ( shear pin like safety mechanism ) has split open.
There's really only 1 solution. The pump has to come back out, get cleaned and replace the plunger guide.

Yes, a 1990 should be Ambac. Easiest way to identify is to look for the ( absence of ) flat head screw on the underside of the pump.
Pump on left with the screw is Bosch PSU and pump on right without screw is Ambac M50
Ok John, next thing I would to is:
Remove the 1" cap in the center of the IP ( #2)
Remove the 5/8" 12 point delivery valve holder #15 under the 1" cap. the sealing gasket #16 will stay on the holder.( careful not to drop the spring #3 under the holder )
use needle nose pliers to remove...
Like Chainbreaker said, it is critical that you check the IP before cranking it over, although if it was frozen, turning by hand may have already damaged the plunger guide.
Check to make sure the linkage lever on the IP moves freely once you get the fuel solenoid plunger out of the way.
