Have you tried this more than once? On the 804 I believe it should stay running after an overvoltage fault. Maybe you didn't hold it long enough for the oil pressure switch to close. I think first you should ( if you haven't already ) is make sure it will start, stay running and that it trips...

I'd suggest turning it by hand, either by the fan blade or a socket on the crank bolt, just to be sure the cylinders aren't rusted stuck, before attempting to crank with the starter and / or dead crank switch.
With the exhaust flap missing, rust in exhaust and milky oil, hopefully you checked to see if the motor turns freely?

Jeff, on the 802/803 the crankcase vacuum is created through a small tube in the corner under each valve cover. the tubes connect the intake runners into the rocker area, which then draws from the crankcase through the pushrod tubes and the oil drain passages.
