Yep, it must be Army. Keep in mind though that GL works for DLA (Defense Logistics Agency). Key word here is Defense, so just because it was turned into the DRMO (which is part of DLA) on a USAF base; it does not mean it was a USAF truck.

250 is the administrative number assigned by the unit to the vehicle. It is internal to the unit how they came up with this number. It should not be taken to mean that this is the 250th vehicle in the unit.

I would not take this serial number for gosple. I would check the frame and validate the serial number before registering/titling it. It probably should be a 23-##### number.

You may think you suck at the TM's but you're doing quite well as a mechanic. I on the other hand would have done only what was in the TM and then when the bolt broke, hauling it over to a real mechanic to drill the thing out. I suck at being a mechanic but I'm above average on the TMs.
