thats not really a low boost amount, my 6.2L for example can only handle about 14psi MAX. the banks kit puts out 9-12psi.

the military does not unhook them. saturn surplus may have some. you see them on ebay from time to time, make sure its for the cucv and not a deuce. and WELCOME to the forum

Deka makes the 6tl, as stated above you can start it with two truck batteries, i would get 900cca or better though, unless they are just to get it running for the short term.

what voltage are you getting at each battery? if its more than 14V you need to have the alternators fixed, or you will start blowing and melting things.
