you forgot to mention if the 1028 was a dually (A2) or srw (A1), the dually would of course fetch more.

that relay in the pic looks new, have you replaced it already? i would look at that first. if you pull the light blue wire off of the small terminal on the relay, do the glow plugs still come on? If they do then you have a relay that is grounding itself internally. if they dont come on you...

could just be the different speedo's that chevy had around while assembling the trucks. chevy is kind of known for using that parts that they had on hand if they would work, you can fing all sorts of combinations of parts on models that technically shouldnt have them.
