I love these little Chinese chargers, I have been using them for 8 years or so, you can use one to charge both at the same time or two to charge the batteries individually, no need to isolate them to use two chargers.
And you can leave them on indefinitely as they turn themselves on and off...

Has nothing to do with your FMV registration, it's fixed for anything, HMMWV, 10 ton same thing
Make sure it is sliding in and out the firewall when you pull/push on the cable and not getting a bend in it when you put the panel back in, or maybe pull on the cable from near the master cylinder and see if you can pull a little bit out. (easy on it!)
You should also be able to pull the center out and put it back in relatively easily (from the top) if not there is an issue with the jacket. (outer cable)
One thing you can do is pull it off the T/C end and see if it still turns freely, there is a small possibility it could be in the drive or the speedo itself, but a pulsing needle is almost always a cable.
If it is the speedo you would feel it get tight as you turned it (at the speedo)
If it is a new cable I would be looking for where it is kinked, on a used cable pull the entire center cable out of the jacket (top), grease up the entire length with bearing grease and put it back in. NOTE if the jacket was not damaged you could have just replaced the inner cable
IFAIK any HMMWV TCM will work, the GM style has a chip that contains stuff like shift points so those may be a little off without swapping the chips, The PCS controller is universal

Did you check for a code after it messed up? If you had disconnected the batteries before you may have erased the stored code.
Try to pull a code after driving it and getting the TCM warmed up, it is possible the TCM is failing, no normal code/action should cause the converter to lock up.

Question, since the HMMWV can be changed so easily have you ever heard of someone changing the "body style" on a HMMWV after it has been titled?
I would just add that if any of the half shaft bolts are damaged in any way for sure replace them, I replace the bolts every time I replace a half shaft, cheap insurance.
It sounds like maybe someone may have swapped brake calipers so I would look at that very carefully.
