That looks to me to be a modifed variant of the BTR-60/BTR-70/BTR-90 family of Soviet 8x8s, or it's cousin, the OT-64.

Very nice assembly of MVs in that parade! Wish my town had a parade I could run my vehicles in, the only parade Front Royal does is the Fireman's Parade, nothing more than a fund raising event for fire departments. Won't even allow a privately-owned fire truck run in the parade...

I think it is okay to mount a radial on split rims, but you will have to use tubes regardless of radial or bias.
