I would try another DMV. I had one DMV lady tell me the same thing but the memo she showed me only applied to AM General because of the humvee. I went back a week later and had my 5 ton registered no problem.
I've been there a few times. Don't waste your time going in the front. Go straight to the back and find the loading dock they tell you to go to. They'll forklift load for you but all the guys I've gotten were kinda lazy. Your paperwork will tell you they open at 8am but they really open at 7:30am.
How large of a tank are you planning on having? My math says you'll be pumping 10 gallons per hour. I could see running through 40 gallons on a weekend trip. I'd start with small nozzles and work up to your desired egt's.

I've ran water injection on a couple cars but never a diesel. I don't think pressurizing the water storage tank will work. The water pump works on over 100 psi to produce a fine mist. Plus, once the tank is pressurized it will continue to spray if you have a check valve installed. If no check...
