Read the TM, you don't just remove and replace the solenoid. There is an adjustment that requires starter removal.
Ether cold start systems are well designed and meter a tiny amount(correct for your engine size).
Hand operated cans spary huge volumes of ether, and in most cases you can't even spray the tiny amount that a cold start system meters.
Almost all ether sold for starting, has lubricants in it...
Yes, that is why I said you should read the voltage on the output side of the GP relay while it is activated. If you measure voltage on the input side and output side, they should be the same reading. If they are not, your relay may have bad contacts.
Use a meter, not a test light.

Isn't there a "compression relief" plug on the heads for each cylinder? If there is, you could put something in the cylinders through them and avoid the injector adjustment/removal.
I too, have an NHC-250 that is stuck(hopefully just from sitting).
I'll be looking at mine next week.
Glow Plugs are only new, before you take them out of the box and install them. After that, they can burn out in a second(20 or more is more likely).
Remember, in stock form, when one blows(or has a bad connection), they all are more likely to blow.
I'd test them individually and test the relay...
