If it is legal in the state the truck is registered in then it should be good in any state due to the reciprocation agreements between the states. Sort of like concealed carry laws and being able to carry in over thirty states because you have a license in two them. But I'm not a lawyer...

Harbor Freight also has a sandblasting outfit for $79.99. I guess then it would depend on how much media you had to use to blast the wheels (or anything else for that matter). You have to have a good air compressor though in order to use it correctly. Might be cheaper to get the blasting...
