If it is legal in the state the truck is registered in then it should be good in any state due to the reciprocation agreements between the states. Sort of like concealed carry laws and being able to carry in over thirty states because you have a license in two them.

I guess then it would depend on how much media you had to use to blast the wheels (or anything else for that matter).
You have to have a good air compressor though in order to use it correctly.

If I lived there now I would ask the guys on the website who go to Barstow on a somewhat regular basis. I know that there have been some pretty nice looking trucks up the road from you. You are close enough to buy two. :-)
