Whatever the issue is, its pointing towrds "fuel related". I'd dig into the hyd head so you know its good, then move on from there.

Check the fuel shutoff rod. It should move freely, but they often stick.

Look up Dorman 924-5617. Should be easy to convert, available at autozone or advance auto, and $35. They are used on chevy p30 vans.

It might be 180* out of time. Set the timing mark on the harmonic balancer and check to see if you can see the red scored tooth on the hydraulic head. If not, its not timed right.
