Have you checked to see if it spins? Pull the intake hose off and start it up, does it spin?
Pull the exhaust off and see what kind of play the shaft has, shouldn't be much.
If theres indication the wheels hit the side of the housing, its time for a new turbo.
When playing with the tires, do yourself a favor and get a hydraulic bead breaker. Tires that have been on the rim for a long time can be a huge pita to get off.

Everyone has their own way of doing the same thing. I was told the clearance values were different in intake and exhaust because of thermal expansion once the motor is running. SO personally, I set them cold as stated in the TM. If you do it while its running and warm, you may get a false gap...
