Yes, they all should have that baffle. I've refurbished a few of them and it's been in every one. What I have done in the case of the sending unit is to either re-orient the ring (labor intensive) or drill/tap new holes to orient the ring the correct direction.

Never used the hand throttle. On a cold start I'll pull the choke until it burps to life and jam the choke open and be giving it a little gas at the same time. Never needed the choke once it's warmed up.

If you can get your hands on a decent power washer, those can strip paint as well. Granted, that old single stage paint can be more stubborn than today's thinner paints.

I hate to be that guy lol. The variation change came in late '53. Hinged grille, support rods in the engine bay, 45° seam, longer front bumper and battery box straps instead of thumb screws were the changes made in Oct/Nov of '53.

What's the story on the engine? Been rebuilt or overhauled in the recent past? A weak engine can give you shoddy performance. Other than that, there's not much else to give any reasons for such low speeds.
I did the same thing this year. They looked fine, and most had around 10psi in them. I'd never noticed any discernible difference. And yes, the tires are typically at least a 6 ply and can go up to 8 and 10 ply. That can really strengthen them.
