So the question is, are we going to be getting some kind of notification asking for compliance from the DMV or are we expected to report how we have complied? Most of what I've read is worded in such a way as to address people who use their vehicles for business, not for personal use.

Sounds like that swap would be a great project! Another way around the gearing issue would be to use a gear vendors overdrive unit. Going that route would allow you to maintain the low end power you might need while giving you a selectable overdrive that will keep you cruising down the highway...

Not sure if this can be done is this circumstance, but a lot of offroad race trucks are running manual transmissions with torque converters in place of the clutch. Might be something worth looking into. Have fun with the build!

6 bolts should last you for a short drive without any problems as long as you take it easy. If you're worried about oil leaking out you could always remove the rest of the bolts, slide the axle out a little and put some RTV on the mating surface for peace of mind.

If you heat up the cast iron before welding you can get decent welds. I've had to do a couple jobs welding mild steel to cast iron and with a little preheat they came out surprisingly nice.
