I think he means that even if the axle is chained up, the spring is broken and won't allow towing.

The name JCApple comes to mind, he bobs trucks and is at the top of MD.
Maybe somebody is close to the lot where your truck is? Maybe you could have it hauled to a local repair shop(or members place) and repair it, then drive it home.
Having them both hauled is probably your best option but, you never know.
Hmm, Ferroequinologist is sort of close, and he has an M818 and M172 trailer...
