MEP-831 starting problem

MEP -831 will pull start and run. The original and new starter motor act like L70 Yam is a rock . Solenoid engages but Starter Motor can't turn it over; even with pull starter assisting (hard to do , but was worth a try) ???? The battery has 25.6 VDC ????

I am not an expert on these things, but when I was having starter issues. I ended finding a bad K2 relay/contactor. Is yours making a clunking noise when trying to start? Try jumping it out to see if it will crank.

It was the Old Battery failing. New Battery cranked right up. I should of known.
