Well after ttracing all of the wires in the system with a friend of mine, it turns out that the civvy relay (pictured above) was 'dead'.
NAPA auto just happened to have one in stock. Swapped it out.
Runs like a champ now!
I have now included a printout of the Civvy conversion article from the tech area in my -20 manual. (Along with the diagram, part numbers, etc.)
