There are two fuses and a relay that control the voltmeter.
First fuse is the 24v fuses that feeds the voltmeter and is controlled by the relay. Second is the 12v ignition fuse. When the key is on it feeds 12v for the relay to energize and send the 24v to the meter.
The voltmeter relay is under the center dash. It is next to the starter and GEN2 relays.
Also the 300 ohm resistor on the voltmeter has to be in working condition.
