    The horn is basically a contactor with a magnet, if the GM horn is stuck it could blow the horn fuse. Check the horn directly with a jumper wire. Most likely that is the cause.

    the columns with the spring clip are the old style used in the 70s and real early 80s. They must have been laying in a warehouse and GM just used them to get rid of them. Most of the 1983 and newer vehicles have the screw holding the lock cylinder in.
