You could but you have to have the spare tire removed which is a way bigger hassle unless it's already off the truck as shown by your picture. Also I personally would not CUT things as that destroys the part. But its your truck, so do as you see fit :whistle:

Yep unless you have a the need to be constantly changing your tire pressures, then it is advisable to disable/remove the CTIS. Side benefit is being able to sell off the good parts to those who are trying to keep their systems working.

With it leaking air both ON and OFF the brake pedal I'm going to bet that there is a leaking pancake or your brake pedal (aka Treadle valve is leaking) of course it could be a combo of all these...

The blow-by tube aka "Slobber tube" will be connected to the valve cover and go down below the engine and is usually cut at an angle.
Edit. Here is a picture of the tube (it's the item to the rear of the engine and runs down next to the bellhousing...
While you have the solenoid wired in the retracted position make sure that the fuel lever is rotating into the start/run position and not sticking in the closed/off position.
Is the air being released into the intake with or without your foot on the brake pedal? If it is WITH your foot on the brake pedal you very likely have a bad Q2 valve (located on the backside of the vertical plate just behind the bumper and just forward of the axle.
